Note: Freight Matrix Rate Table which is enabled with Configuration Flag CFGEnableFreightMatrixCreation is not to be used anymore. Currently the recommended approach would be to enter the price matrix on the Pricing tab of a  Cargo COA, VC In COA, Cargo, or VC In. 

On the Pricing Tab of a Cargo COA, VC In COA, Cargo, or VC In, to base Freight Rates on specific load and discharge ports, if you have different options for ports, use a Freight Matrix Rate Table and enter the Rate for each Port From and Port To.
