VMS - Why can I add invoice attachments in bunker stem but I can't add attachments for port cost?

This is expected behavior. The feature to add bunker invoices to the bunker stem was recently released. For other forms of attachments, add an attachment to the posted invoice. Only Payable Invoice can upload attachments.
