Can I export a report that has quotation marks in the title?

Reports can not export in any format if there are quotation marks ("“) in the title of the report. If they are present, users will see the following error when trying to export:

Removing the quotation marks from the title of the report will allow the report to be exported without issue.

This error is due to the Messaging Service using quotation marks in the Argument field. For example:
