Added new configuration flag CFGManuallyLockVesselValuations. When enabled users will be able to manually lock their saved vessel valuations to prevent further editing. Will require a new security permission to perform the locking. A secondary permission is also available to provide a subset of admins with the ability to unlock a Valuation ID. When saving the Vessel Valuation now, we will also store the results in the database in addition to the input parameters. This will require a schema update to latest.

Previously, for mirrored TCO voyages, once the "Last TCI Voyage" for the mirror TCI was scheduled, it was no longer possible to edit the ETD from the redelivery port in the TCO voyage itinerary. This could result in unintended estimated port days persisting until the actual departure date was recorded or the voyage was completed. This has been resolved, and mirrored voyage TCO redelivery port ETDs are now editable.
Additionally, the Arrival and Departure date fields used to be locked without explanation for mirrored Voyage Itinerary lines. The fields are now unlocked, and will display an error when they're edited instead.

Previously, no positions would appear when the user did not include "AIS" in the "Position Sources" filter in the Market Insights Location and Destination searches. Now, the "Contract/Operations" and "Broker Email" Position Source filters can produce results without having "AIS" also selected. In addition, the "Position Sources" filter has been renamed "Open Position Sources," and the "Position Source" field for vessels has been renamed "Open Position Source."

Added a new configuration flag CFGEnableTCOPeriodJournal. When enabled, TCO Hire Bills that are posted during a given period will be allocated down to the voyages in the period through journal entries generated during the Voyage Period Journal process. This will better account for a TC Out contract that has multiple voyages in a period and remove the allocation to the first voyage of the full posted amount.
When this flag is enabled, CFGDefVoyNoToTcoBill should be set to N. This functionality is not compatible with the Model B workflow.

In addition, it would prompt users to auto-generate those rules even if they were previously generated and saved.
Also, the setup would sometimes allow users to save duplicate business rules.
These issues have been fixed.
