In a mirrored relet voyage, updates to Cargo contracts across both the operating and relet voyages are usually driven by the Cargo contract on the operating voyage.

If you are trying to change the Bill By field for the Cargo contract in a mirrored relet voyage but the field is locked, you can do so manually by clicking the value of the CP Qty/Unit field.
