When creating a Voyage Instruction (VI), the "Include Attachments" checkbox won't appear until the VI has been submitted or saved as draft. This prevents user from attempting to add attachments at a point when they cannot be added. After saving the VI as a draft or submitting it, the checkbox will appear and attachments can be added.

If it is a number between 1 and 11, and the user has access to the corresponding side panel, then it will open on Voyage load. If the number is 0, then no side panel will be visible on page load. The default number is 1, which maintains existing behavior.

In both of these billing periods, the Proj/Act Delivery & Redelivery date takes preference over Est.

When enabled, the Allowance Invoice will not move to ‘Transferred’ status until the Allowance Transfer journal has been posted.
When the new flag is enabled, the status on the Emission Allowance Invoice will remain ‘Posted’ until the linked Emission Allowance Transfer journal is posted.
When the Emission Allowance Transfer journal is posted, then the status on the Emission Allowance Invoice will move from ‘Posted’ to either ‘Partially Transferred’ or ‘Transferred’ depending on the quantity that is transferred.

- the environment is upgraded to latest schema (45.8)
- the portcall is the last one on the voyage/estimate
- the portcall has a Last Line Port Activity
In that case, this additional leg is considered sea (not port) consumption. Functionality works in conjunction with existing behavior that splits itinerary lines which cross years.
