This is almost always caused by the configuration flag CFGDefaultTCOutCargoEmissionsSettlementType being set to N/A. When this flag is N/A, the system suppresses the rebill from the Estimate column, even if "Include in PnL" is checked on the contract.
If this flag is changed to any non-N/A value ,the rebill will appear in both the Estimate column of the voyage PnL and the voyage estimate itself.
